"A former New Castle County police corporal who pleaded guilty to repeatedly pulling a 16-year-old girl's hair and dragging her by the handcuffs while she's on her stomach last year has been sentenced to one year of probation.

Michael Carnevale, whose probation will be suspended upon completion of anger management courses, community service and the surrender of his police training certificate, declined to comment following his sentencing Thursday afternoon at the Leonard L. Williams Justice Center in Wilmington. The 46-year-old wore khaki pants, a striped button-down shirt and sported a beard as he left the courtroom with his attorney."

A cop only gets one year probation for dragging a 16 year old by her hair. Here'S that video or watching this cop in the hallway right here and she's, being dragged by the hair, have it blurt out. But this is just no way to deal with a 16 year old. There'S, no way to see why the arm and the hair, it seems there's no way to see why that she would possibly need to be taken in this way. This cop has no fear for their safety. This cop is way larger than them they're even gon, na about to call in reinforcements she's resisting being brought in, but now you're sitting here getting kicked it's disgusting to look at yeah and I would resist too, if I had cops that were handling me in that Manner uh this young teenager was probably scared out of her mind not only by the physical, but also about what they were saying to her uh. So we have an update, so this cop, who committed that criminal act that you just saw will only receive one year of probation. Let'S put this picture up full Mass here. These videos were not previously released because of the pending investigation. This happened in 2021, former Newcastle County Delaware, police. Corporal Michael Carnival now remember he's a Corporal. What does that mean? That means he has years on the force. That means he's a supervisor, and that means he has leadership Authority inside of that police Department. The former officer was indicted on December in December on three misdemeanor charges, offensive touching official misconduct and falsifying business records. Now two of those could have been felonies. They decided to only charge him with the misdemeanor element. He pleaded guilty to offensive touching, which carried a maximum of 30 days in jail and to find the other charges were completely dismissed in exchange for his guilty plea, which occurred a few days before his scheduled trial date. His sentence for one year of probation came immediately after he pleaded guilty on Thursday July 14th, so this cop, this Corporal also agreed to never seek employment or serve in law enforcement in the future. This cop Carnival, whose probation will be suspended upon completion of Anger Management courses, community service and the surrender of his police training certificate, declined to comment following his sentencing. Now here's the irony of this they have admitted what he did was Criminal, and this is our problem with law enforcement. Naturally, you would assume that a person who has that level of public trust should be held at a higher standard of responsibility, a higher standard of care, a higher standard of accountability. If anyone else would have decided to do that to a 16 year old girl, they would be charged with a felony, or maybe at least some crime in association with abuse. A gay minor. This cop avoided all of the charges that would have been allocated to 99.9 of the population. He was dealing with a minor in this way. They acknowledge what he did was in fact criminal. He goes home and receives virtually no penalty. All right, let's put up the colonel here. Okay, this is Colonel. Joseph Bloch, the County police chief, said carnivals. Uh actions are not within the policies and procedures of the department that do not reflect the values and standards of the division. That'S a damn lie because I saw more than one cop did that one cop, the other cop, tried to stop him. No, that means it's a cultural issue Chief and then he goes on to say, although I'm disgusted that this incident took place, I am pleased that he was held accountable for his actions and would never serve in law enforcement again once again not held accountable for his Actions he received a slap on the wrist uh. There are some details of the investigation uh. The investigation into this cop's actions began on August 31st after a fellow officer witnessed the excessive use of force reported it to the commander County Police said. According to a separate Delaware Department of Justice release, the incident occurred on August 30th when the girl became disorderly and resistant. While she was at the police station. The evidence revealed that this Corporal repeatedly pulled and attempted to lift the victim by her hair and dragged her in a prone position, nearly 50 feet along the ground by the chain of the handcuffs fastened. Behind her back, the justice department statement said once again, not enough penalty, not enough accountability, because they do not respect the life that was adversely impacted and they have too much damn respect for the SOB. Who did it Dan thoughts here? I really want to hit on the point you a word. You said there in particular accountability because yeah you saw her being dragged like a piece of meat like an animal just along that hallway there in that surveillance, footage, but the accountability, the lack of accountability. Rather, that's currently in police forces across the country. Where you see not only do you have this mistrust of how they'll handle cases, how they'll handle people who are being arrested that has existed within communities of color for basically the existence of this country that started to be seen by larger populations due to the rise Of social media, but you also have police officers who, as departments as divisions, do such little self-policing. Do such little Community like making sure their culture of policing is actually safe in serving the community that you get instances where I don't know. If you've been talking to people in like the neighborhood documentary well connected to your communities, and things like that, but people are now saying that, like why bother calling the police, because, in addition to all the terror, all the terror they'll do in my community, they won't Even do their job jobs that won't even come and solve the crimes. I have video footage of this uh robbery. I have this license plate here at evidence. They won't even bother showing up it's not even because they're being defunded we're seeing in city after City that police budgets are increasing. Defense spending is increasing in America over overall when it comes to abroad, but also internally, everywhere. You'Re going things are getting more police and more militarized, so you can't have an increasing of the police state. At the same time, you have decreasing accountability where, at the end of the day, we supposed to we're supposed to believe that the police are there to solve crimes that keep the community safe. The community doesn't even believe that cops are keeping us safe anymore, and clips like this are just an example. So that's why I'm cautious about adding money to the police budgets around the country, because we are not adding accountability by any stretch of the imagination. Farewell said:

theTerraRealm 🏳️‍🌈 #DontCallMeQueer: I'm surprised he even got probation at all. I would expect for him to be put on paid leave and then come back. Them dragging her on her face by the arms in the end is by far the worst part.

Adam Taylor: Cop needs to be fired, lose his pension and be facing years in prison for child abuse.

George Mead: What would the outcome have been if the situation was reversed? I refuse to believe that if a citizen subjected a cop to treatment like that he would have gotten off with probation.

Mari Hearndon: If her parents that make sure she has a roof over her head, food in her stomach and clothes on her back would have dragged her own child on camera like that she would have got more than a year probation this makes no sense.

Norm Batchelor: If a parent did this to their own child they would be in jail.

diane fisher: If anybody else had done that they would have been locked up for a few years, so why isn't he! It's disgusting!

David Trickey: Looks like a parent needs to find him out in public and get justice.

EW C: To Dr. Rashad Richey: If it was a black cop doing this to a 16 years old white girl, the punishment would be harsher.

Grendelbc: PROBATION??? Outrageous. Obviously the legal system has failed to provide justice. Doesn't that girl have a father, uncles, brothers? Somebody needs to step up to the plate.

Ace McCloud: That was felony assault . Imagine how this cop treats his kids and wife? Beats them if they even look at him wrong

Ghost Boy 19: The jerk wad dragged her down that hallway by her hair, he should definitely get a lot more time than a year

Mitchel Evans: Probation?!? Fire that cop. Sue his butt. Treating a minor like that is simply inhuman.

aurelius rule: This gotta get more real than posting & expressing our feelings in the comments......,we gotta take justice in our own hands

YensecaTube: He should be fired and jailed and made to pay fines to his victim. Also if he is around children or has any they should be taken away from the abusers home. They need to stop protecting these filthy "cops"

JanCan1 GK: The brutialty..towards black children is off the Richterscale...he needs to be found..and dealt with!.. Corrupt cops..he got off with a slapped wrist!..This enrages me!

barlowbrian521: Why are these cops getting away with this type of criminal activities? Craziness

Mr No1: As usual one set of laws with lack of accountability for cops, another set for the rest of us.

jon doe: I agree he should have been charged with felonies, and served some time. At least it looks like his qualified immunity has flown out the window in time for a civil suit.

Liz Crawford: This officer way overreacted,if that was my daughter,I promise, this officer would not walk away in one piece!

WOW: Sickening and shows how cowardly he is.

dymenchuns: I wonder what would happen if the Cop was being dragged by his hair and handcuffed. You think we'll only get probation?

Iceman Cometh: I'm glad he didn't receive jail time. That leaves him open to street justice.

Bgood2life always: Message Alert to Indisputable, so glad you said, former Officer. Hopefully, the young lady will file a lawsuit against this Police Department for the trauma she will have for the remainder of her life, especially when she looks at a Police Officer. Just Police Departments like to pay out Lawsuits money for their mistakes opinion.

Diana Rockwell: I believe the people in authority who commit crimes and are convicted, if we get lucky enough for them to be convicted, should have their sentences doubled because they not only committed the crime but they also breached the public trust and abused their power. Don’t fool yourself being a cop is all about power and control. The sentence that this cat received was less than a slap on the wrist. He goes to a couple classes, he pretends to understand and answer the questions correctly and he goes in his way.

GABRIELLE SAINT-PIERRE: A parent drags their child like that in any situation and child services gets called. A cop does it and they get probation? I don't give a f*ck what she did, dragging her by the hair along a hallway is never acceptable. She's clearly freaked out of her mind, with reason. She's in survival mode. Sue that son of a b*tch for child abuse.

Dan Marquez: Cops need to learn to chill out, deescalate, and compassionately implement basic human psychology.

Teddy: He deserves the same kindness, post his picture, and let others know about his actions

The Holocron: And every cop that's involved in this or didn't stop this should be dragged to their graves

Kelley Chipman: He should have been fired... And the fact that they only gave him probation looks like they condone it

Josh Davis: All great measures to take, but still a slap on the wrist compared to a normal citizen. Why is "equal treatment" such a hard concept to grasp?

Patricia Wilson: Ridiculous sentence ! Black People should be outrage by the lack of respect shown towards the young lady and any child who are treated like this while in Police Custody. Cops need to be held accountable for their actions just like the rest of us, regardless of their badge or this type of behavior will never stop. Just saying !

Abigail BP: He should be in prison. Anyone else in any other job they'd be in jail

DeHart Family: They hit her head dragging her back out. She was dragged down the hall, appearing semi-conscious.

Cohen Worrior: Tyrants torturing a minor, get away with a slap on the wrist.

Eddy Pena: Many become officers in order to feel like men, but their actions show the opposite, cowards, abusers and without respect for their jobs. What better example of what occured here.

Murder RedRumDrinker: He needs to be charged period. No witness needed, the video speaks for itself. Also the 2nd cop that appears on the fottage. Enough is enough with this immunity bullshit!

Fu Qin Pan: This aggressive disgusting cop abuse a teenager child need to be ban from law enforcement job and he need to receive life without parole. It is outrageous to treat a young child like this.

Hugh Trotman: I see a lot of people here in the comment section defending the cop. Had this been a white teenage girl they would have been saying something different

Kaliwind X: Another sweetheart deal for a cop who didn’t deserve it and who should be behind bars. Just disgusting

Robbie The Danger: Nothing would make my day, than to see the cop, judge and prosecutor in this story get dragged in the same manor!

Thomas Baker: That is just evil. Bless her Soul. She deserves BIG $$$ for all that!

Ari’EL “cUc servant”: You mean to tell me that not one copthought this was wrong when he snatched her up out the cell in handcuffs and slung her to the floor then dragged her out then on her stomach and face down the hallway after dragging her by the hair then kicking her into the cell

j3zhott: We need to reverse the scenarios if a 16 year old dragged a cop by their hair what would be the charges?

Melvin Hill: After officer complete all requests he will be bk to violate someone else child..

kemartini: Black 16 year olds aren’t considered children unfortunately, it would’ve been nice to have those wonderful cops in Uvalde where their services were needed.

Kristofer Gobbe: To top it off. They locked her in that cell with the lights turned off. Sensory deprivation is cruel and unusual punishment.

Sahara Coleman: I wanna know who the cop was that seen him dragging that girl and reported it. Good person doing what is suppose to be done.

Some Guy: If a non cop did this he/she would be charged to the max. And sued aswell.

Stephen M: There was a damn video, this was a slam dunk case, this was prosecutorial misconduct

Austin Jensen: How are they all not fired and arrested that were there in that moment as she was being dragged??????????????????

greg smith: What a cowardly pos, his home address should be posted on social media

Misternobody: Why are male officers allowed to do this to an underage girls without a female to supervise?

C Buck: He's a got a kid somewhere. If this is okay for this 16 year old. It's okay for his kid. The Justice system said so with this sentence. This Corporal is an asshole...Child Abuser.

deputybdterry: You get a small glimpse of how the slave catchers treated our children in the past.

TYREN BLANCH: How would you like it if someone treated one of your family members like that them devils won't stop they know exactly what they are doing to much privilege they have and it needs to go right away brothers and sisters need to really come together

lee roy Tate: No Police Department should ever be allowed to investigate itself it should be a federal citizen bipartisan committee to do the thing that should be actually done until then we can still have this problem with police getting away with murder

Aceh: He brutalized a child and he gets probation. Meanwhile a woman experiences a miscarriage and is sentenced to years in jail. This is America

Linda Kasza: all he gets is probation, and the 2 other cops who were there watching him do it go off with nothing and they didn't stop him? come on now. so f-n gross.

ROBERT KIRKWOOD: god only made body parts to bend so far. but when you drag someone handcuffed and pulling them from the front, their shoulders only going to go so far up you keep pulling causing that much pain is call TORTURE!

john frank: They revoked his certification at least that's something he won't be going down the street and get another cop job.

Juan Cruz: How would he feel if his daughter any female relatives close to him where to be treated with the same brutally he enforced on a teen female.

Edward Smith: We should demand the same kind of treatment when corrupt cop are on the wrong side of the law!

Eriberto Soto: It takes a lot of hatred to drag someone by there hair

Njabulo Ncube: This is also child abuse and safe guarding issues signs of terrorism and he and his cop friends are psychopaths

Vince Martinelli: I was going to say that he would have gotten a lot more time for doing that to a white girl, but then I realized that he would NEVER do that to a white girl!!!!

Njabulo Ncube: I cannot have my sister feeling abused like that

Richard Davis: If this happened to a prisoner of war it would be in violation of the Geneva convention and would be tried by the world court and found guilty. I think the United Nations should step in to denounce justice system in America as tyrannical and abusive to the free people of the America

All That: THE FACT, THAT COPS HANDLES YOUNG GIRLS OR WOMEN JUST AS THEY PLEASE.

Gman87 X: There needs to be a little bit more deeper Justice. This demands double digits years in prison.

Becky Tome: All the ones involved should be in jail and stripped of being a bad cops

Art Vanderlay: Amazing how low they keep the bar for these criminals. They should be held to a higher standard than the public, not the other way around.

Purse & Tools Diva: That's Bullshit that's a kid , and it did not take all of that period! After the first interaction they, came back dragging her again, and If I was her parents I would have sued the shit out of them, and required his badge as part of suit! This is why no one has respect for these assholes anymore now!

Beautiful Butterfly 🦋: He needs to be HE NEEDS TIME IN JAILED FOR NOTHING LESS THAN 10 YEARS

JAYESS: He wouldn't of done that to a man his size. I bet you. He would've used his gun because he would've been to scared

Progressive Lives Matter!: Only probation? Should have been fired a long time ago.

Nichole Olels: He should have imprisoned for felony child abuse and take his damn cop and gun lisense

Mack Mckenzie: Cop never avoided charges!! He is enabled so now he will do worse - - given carte blanch to abuse and commit murder TTP

Lee cosey: I wonder when he gets home and his wife asks how was your day. I wonder if he's going to say well I had to drag a black female Minor by her hair down the hallway because I was in fear for my life

Anita Lee: First he dragged her by her hair. She was probably resisting because of the physicality violated her. She probably to him to stop or don't touch her and he wanted to show her he could do what ever he wanted. AND HE DID. He dragged her out with her arms in a position that could have been harmful. His assualt on a minor was wrong. If his acts were criminal then he should have been criminally charged. So I guess if you're violated by police physically or sexually abused it's ok because it's the police. When did the application of the Law flip when it comes to police. No wonder criminality if ok within the ranks.

Todd Morningstar: Why are the other cops' faces censored? They are accomplices in this abuse of a minor.

Topher The11th: This part about "anger management" courses is cr'ap. Anger management is for dir'tba'g spouses who've been beating their spouses and children. Or maybe someone's boss if they have temper-tantrums in the workplace. (And "anger management class" is cr'ap anyway. You'd be surprised how EASY it is to manage your anger if you simply KNOW that failure to manager your anger will result in five years in pri'son. Deterrence does what psycho-analytical touchy-feely processes cannot. Deterrence works. I know. I've been there. There are things I have WANTED to do, but didn't do ONLY because I knew I'd end up in pri'son. So, anyway, "anger management" classes are for dir'tba'g spouses and bosses with temper-issues. NOT cri'min'als, and NOT co'ps. If ANY c'op ever needs or could benefit from so-called "anger management classes", let those classes be held AT THE ACADEMY and anyone who doesn't master them never graduates, never gets to be a c'op. For this guy to get to end his probation by completing "anger management" is a dis'grace to the principles of civilization.

timreno72: You know officer Eatsalot would never treat anybody his own size that way.

Steve Ladner: Don't forget to increase police funding so they can investigate themselves and call each other heroes.

Al D: He should have his police certification taken for good

Felicia Smith: What I just seen in this video was definitely unnecessary police brutality on a female minor. It doesn't take more than one adult male officer to handle her. It definitely wasn't necessary to drag her by her hair. That officer as well as the others who played a part in attacking that child were some dirty bastards, and they should have been thrown into a prison cell.

Karma Butterfly: For child abuse he got one year probation? This system is a complete joke

Richard Morrison: This is held accountable ? He should be in general population lockup , let bubba show him the meaning of pain

TAZZ DURAN: You know if that was that cops daughter and that was her boyfriend that did that or some stranger him and his cop buddies would be foam in the mouth to catch that person beat him senseless damn near woodI wanted the DA to give him life

Abbot david-west: This is bullshit they should stop making deals and giving them a slap on the wrist.

Noni Wallis: Big brave POS picking on a child, what a cowardly act by him and all those protecting this animal

Dave Holland: Once the police have this female in handcuffs, she's under their control, so there's no reason to pull her by the hair. But we have to understand this, law enforcement feels that they can do anything and such is the case, with the verdict, in this case. The hell with the female. Oh well, she deserved it, such treatment, but what every police officer involved and every juror has to realize is, the true Judge, was watching from Heaven and He'll pass judgment on them and that judgement will be more than they can bear.

Avalon: The fact that they are carrying out these types of behavior in front of not 1, not 2, but 3 diff officers tells me that this sort of behavior & disregard for the handling of a minor who just happens to be a female is nothing new to these gangstas with badges. It wouldn't have mattered if she was 10 damnit, if you resist or refuse to jump when they say jump this is the sort of get right these so called authority figures are known for turning to. Their Superior's almost always choose to take their sides & when punished they almost always seem to get the bare minimum with guilty plea which 99% of the time disappears when tap on the wrist is over. (PROBATION FOR 365 DAYS)

Debra Gordon: WS the day is coming when God will bring you down for all the evil you have done on earth if cop have any children he need to know that the sins of the father will come upon his children.

Sb Pierce: Assault, pure and simple. Misdemeanour charges were an insult to justice. Probation was a disgrace.

Linda C: Cops and judges belong in prison !

Pappete: American law enforcement make a complete mockery of the idea of "justice". He should be in jail

Carla Ransom: He kicked her too and one year probation but if you spank your child they take them away from you so much hate

Jean Waysome: These monsters, hell is too good for these thugs in blue.

daniel butler: those cops should be in prison, and dragged by their hair just like those monsters did to her.

gogExperience: who is that 16 year old girl? What is her story? I would like to send her money on cash app.
