Rice has a lot of starch and when it's boiled the starch leeches out into the water, the molecules that make up starch are huge, so it builds up really fast and acts like a crusty paste. On the surface of your hair, the good news is that the process for removing arsenic from rice is also the same process. To remove starch from rice stick with brown or black rice. They have the most hair, loving nutrients and minerals. I'M using black rice wash the rice until the water is clear. Add your rice and at least 6 times of water to a pot then bring it to a boil. The small thing you just did leeched out a whole lot of heavy metals like arsenic and starch, we'll call this arsenic starch water. Now that's out the way you can eat this rice or use it to make rice water
